Civic Dialogue

What is civic dialogue?


In the absence of a legal definition, the Ministry of Labour defines civic dialogue as a form of dialogue between the representatives of civil society – social partners, organizations, foundations, pensioners and craftsmen associations - generically entitled NGOs. It is also a form of direct dialogue between the Government or authorities and NGOs, through an NGO platform or through other networks.


In its consultancy policy, the European Commission does not discriminate between organizations from the civil society and other types of interest groups. The Commission consults “stakeholders” – a concept that includes all the individuals who wish to attend the join the consulting sessions coordinated by the Commission.
